Job Description: The Program Director is responsible for the clinical, administrative, and operational oversight of an OASAS-certified residential treatment program. The Program Director provides leadership and supervision to ensure the delivery of high-quality services and compliance with OASAS regulations, agency policies and procedures, and applicable funding and accreditation requirements.
Specific Duties and Responsibilities:
- Oversee daily program operations, including staffing, scheduling, facility needs, resident census management, and program activities.
- Provide leadership, clinical and administrative supervision, orientation, training, coaching, and performance management for assigned program staff, including counselors, peer staff, and residential personnel.
- Review referrals, participate in admission decision-making, and coordinate admissions to the program.
- Monitor resident progress, engagement, and compliance with program expectations and intervene as clinically appropriate.
- Participate in case conferences, treatment planning, utilization review, discharge planning, and level-of-care determinations, including transfers and administrative discharges, to support appropriate service delivery and continuity of care.
- Ensure the timely completion, review, and quality of clinical documentation, treatment plans, assessments, and discharge records while monitoring program compliance with agency, regulatory, and billing requirements and tracking program performance indicators and required reporting obligations.
- Investigate, review, and respond to incidents, complaints, grievances, and resident or staff concerns in accordance with agency policy.
- Participate in Quality Improvement, Incident Review, and other agency committees and initiatives to support program quality, compliance, risk management, and continuous improvement.
- Provide on-call support to staff during evenings, weekends, and emergencies as required.
- Perform other duties as requested by the Clinical Director.
Qualifications and Credentials:
- CASAC-Advanced, CASAC-Master, or other NYS certified or licensed professions that meet the OASAS definition of Qualified Health Professional (QHP).
- Non-CASAC applicants must possess a Bachelor's or Master's degree in a behavioral health, human services, nursing, or related field and successfully complete an OASAS-approved 30-Hour Clinical Supervision Foundations I & II training program within three (3) months of employment.
- Minimum of five (5) years of experience working in substance use disorder treatment required, supervisory experience preferred.
- Working knowledge of community resources, mental health, social services, and self-help programs.
- Proficient with electronic health record systems (EHR).
- Valid NYS driver’s license and satisfactory driving record.
